Speaking in Panel III on R&D, Intellectual Property Rights and Technology Transfer Agreements in Defence Transactions, Gregory highlighted the strategic importance of structured R&D investment and clear ownership of intellectual capital. He noted that innovation ecosystems in the defence sector can generate growth not only for defence companies, but also for adjacent civilian industries, strengthening the national industrial base.

He further emphasised that defence procurement, when aligned with sound IP policy and balanced technology transfer agreements, can promote technological independence and long-term competitiveness. Such coordinated strategies, he explained, enable both the state and industry to build capabilities that support sustainable development and national resilience.
