Dionysios is an of counsel attorney at Ballas Pelecanos Law, supporting the Corporate & Commercial and Banking & Finance / Capital Markets practice groups of our firm.
He specializes in banking and financial law, as well as international trade and corporate affairs. With experience in government, he has served as an adviser at the Permanent Representation of the Republic Cyprus to the European Union in Brussels, Belgium, where he advised on trade law and foreign investment matters. Importantly, Dionysis has gained experience in EU legislative procedures, having served as member of the technical negotiating teams for Regulation 2026/1384 (the Steel Overcapacity Regulation) and Regulation 2026/1386 (the Foreign Investments Screening Regulation).
Dionysios has also worked in the law practice of a Big-4 firm in Greece, where he provided advice on banking regulatory projects, involving payment institutions and credit institutions, and conducted legal due diligence in the context of a banking merger that formed the fifth-largest banking pillar in Greece, strengthening the Greek financial landscape.
He is a member of the Athens Bar Association, and has also served as member of EU policy-making groups and committees, including the Working Party on Trade Questions, the Trade Policy Committee-Experts on Services and Investments, and the Trade Defense Instruments Committee.
With an interdisciplinary background, Dionysios studied Law (LL.B., First Class Honors) at the National and Kapodistrian University of Athens (NKUA), International Business (Minor Certificate) at Deree-The American College of Greece, and Financial Management (MSc) at Athens University of Economics and Business. He is currently located in Singapore, pursuing a Master of Laws (LL.M.) in Corporate and Financial Services Law at the National University of Singapore. He has been awarded in the context of his participation in the Foreign Direct Investment International Arbitration Moot 2020 as member of the NKUA team, and has attended summer law courses at the London School of Economics and the Beihang University in Beijing, China.
At Ballas Pelecanos Law, Dionysios provides expert advice on banking and financial services law, assisting market actors in navigating the EU and Greek financial and investment regulatory landscape.
Actively keen on Greek and EU politics, he has participated as a speaker in events and fora, including the Delphi Economic Forum, advocating for youth engagement and discussing international economic relations.
